Apply CSCS Green Labourer Card in the UK

Starting work on a construction site in the UK requires more than just finding a job. You must first show that you understand basic construction safety and can work responsibly around hazards such as machinery, vehicles, tools, and working at height.

The CSCS Green Labourer Card is the recognised entry-level construction card used across the United Kingdom. It confirms to employers and site managers that you have completed approved safety training and passed the required safety test.

In practical terms, the card acts as proof that you are safe to be on a building site.

Most contractors, recruitment agencies, and principal contractors will not allow workers onto site without a valid CSCS card because they must comply with health and safety rules and insurance requirements.

What Is the CSCS Green Labourer Card?

The CSCS Green Labourer Card is intended for people who are new to construction or working in general labouring roles.

Typical applicants include:

• First-time construction workers
• Site labourers and helpers
• Workers assisting tradespeople
• People changing careers into construction

The card proves you understand:

• Safety signs and site hazards
• Personal Protective Equipment (PPE)
• Manual handling
• Accident prevention
• Emergency procedures

A construction labourer usually carries out tasks such as moving materials, preparing the site, cleaning work areas, assisting trades, mixing materials, unloading deliveries, and supporting groundwork activities.

Important 2025 Validity Rule (Many Websites Still Explain This Incorrectly)

This is one of the most important updates.

First CSCS Green Labourer Card: valid for 2 years

After you gain employment as a labourer, you can renew the card for 5 years, but you must provide evidence that you are genuinely working in a labouring role.

The safety test used for the first application can now be used for renewal for up to 3 years.

Older cards issued before February 2025 remain valid until they expire.

Requirements to Apply CSCS Green Labourer Card

There are two mandatory requirements. You must complete both.

1. Level 1 Health and Safety in a Construction Environment Qualification

This is a beginner safety course created specifically for labourers entering construction.

Purpose:
To teach workers how to recognise hazards and prevent accidents before entering a site.

The course covers:

• Responsibilities of employers and employees
• Risk assessments
• Fire safety
• Working at height awareness
• Manual handling techniques
• Correct PPE usage
• Identifying dangerous situations

2. CITB Health, Safety and Environment (HS&E) Test – Operatives

After completing the course, you must pass the safety test.

Purpose:
To independently verify your knowledge of site safety.

The test assesses:

• Hazard awareness
• Safe behaviour
• Risk control
• Environmental safety

The test must be taken at an official CITB test centre.

New Validity & Renewal Rules (Post-February 2025)

One of the biggest changes you need to be aware of is how long your card lasts.

First-Time Application2 YearsPass CITB Test + Level 1 Qualification.
Renewal5 YearsProvide a Labourer Card Renewal Declaration signed by your employer.

How to Apply CSCS Green Labourer Card

Step 1: Training

Book your Level 1 Health and Safety course. Many providers now offer Online Proctored Exams, allowing you to complete the training and the test from home using a webcam. This typically takes 4–6 hours.

Step 2: The CITB Test

Book your CITB Operatives Test at a local Pearson VUE test centre. You will need a valid UK ID (Passport or Driving Licence).

Step 3: Online Application

Once you have your certificate and your test pass result, create an account on the official CSCS Online portal.

  • Cost: The card itself costs £45.

  • Uploads: You must upload a digital photo of yourself and a scan of your qualification certificate.

Step 4: Receive Your Card

Most applications are processed within 48 hours. You can access a digital version of your card immediately via the UK Construction Support , while your physical plastic card will arrive by post within 5–10 working days.

Alternative Accepted Qualifications

Instead of the Level 1 course, CSCS may also accept certain approved alternatives such as:

CITB Health and Safety Awareness course
• IOSH Safety, Health and Environment for Construction Workers (face-to-face or virtual classroom only)
• SPA Core Construction course
• NPORS Site Safety Awareness

Important: some alternative courses have expiry periods and may need to be retaken for renewal.

Why the CSCS Green Card Is Important

Although not written in law, the card is effectively mandatory.

Contractors must demonstrate competence and safety awareness under building safety and insurance rules. Allowing untrained workers onto site exposes them to legal and financial risk.

Without the card you will often experience:

• Refusal of site access
• Agencies declining registration
• Limited job opportunities

With the card you gain:

• Eligibility to work on construction sites
• Access to recruitment agencies
• Proof of safety awareness
• More consistent employment

What Happens After the Green Card?

The Green Labourer Card is a starting point, not a career end.

After gaining experience, the normal progression is:

Green Labourer → Level 2 NVQ → Skilled Worker → Supervisor → Manager

The next step is completing a Level 2 NVQ in a trade and upgrading to the CSCS Blue Skilled Worker Card, which leads to higher pay and more stable work.
